Brown criticizes Governor Shapiro’s proposed budget as unsustainable

Rep. Marla Brown of Lawrence County expressed strong opposition to Governor Josh Shapiro’s proposed budget for the 2025-26 fiscal year. The $51.47 billion budget represents a 7.5% increase from the current fiscal period.

“I am deeply disappointed in the governor’s budget proposal. His wish list would result in higher taxes for Pennsylvanians,” said Brown, indicating her inability to support a plan that she believes burdens working families in her district.

Brown criticized the proposed energy taxes within the budget, asserting that they would harm Pennsylvania’s status as an energy leader by increasing consumer costs and discouraging investment. She emphasized her commitment to advocating for lower energy bills and policies beneficial to the state’s energy sector.

Concerns were also raised regarding fiscal sustainability, with Brown noting that the proposed budget could exhaust the $2.89 billion General Fund surplus and draw $1.6 billion from the Rainy Day Fund by year’s end.

“The reality is, the Commonwealth cannot sustain large increases in government spending,” Brown stated, warning of potential long-term financial instability if such spending becomes routine.

While acknowledging some positive elements within Shapiro’s proposal, Brown stressed the importance of focusing on sustainable and fiscally responsible initiatives. As a member of the House Appropriations Committee, she anticipates collaborating with colleagues during three weeks of public hearings starting February 18th to refine the budget.
