Rep. Marla Brown of Lawrence County has expressed her concerns over Governor Josh Shapiro’s proposed budget for the 2025-26 fiscal year, which totals $51.47 billion and marks a 7.5% increase from the current fiscal period.

In her statement, Brown remarked, “I am deeply disappointed in the governor’s budget proposal. His wish list would result in higher taxes for Pennsylvanians. I cannot support a budget that takes more from the hard-working families of Lawrence County.”

Brown criticized specific elements of the proposal, particularly those related to energy taxes. She stated, “Gov. Shapiro’s proposal includes economically harmful energy taxes. Pennsylvania is an energy leader, and this budget would only increase consumer costs while pushing investment out of the Commonwealth.”

She also highlighted concerns about fiscal sustainability, noting that enacting the proposed budget could deplete both the General Fund surplus and draw from the Rainy Day Fund. “We have worked hard to build a surplus and a strong Rainy Day Fund for emergencies,” she said.

Brown emphasized the need for sustainable government spending: “The reality is, the Commonwealth cannot sustain large increases in government spending. These increases become the baseline for future years, creating an unsustainable fiscal path.”

Despite acknowledging some worthwhile proposals within the governor’s budget, Brown stressed fiscal responsibility: “While the governor’s budget includes some worthwhile proposals, we must focus on what is fiscally responsible and sustainable.”

As a member of the House Appropriations Committee, Brown looks forward to collaborating with colleagues on developing a balanced budget during upcoming public hearings scheduled to begin on February 18.
