Bernstine proposes two-tiered concealed carry system in Pennsylvania

Rep. Aaron Bernstine has introduced a bill aimed at revising the concealed carry laws for firearms in Pennsylvania. The proposed legislation seeks to create a two-tiered system that Bernstine claims will better protect Second Amendment rights while considering public safety.

"Pennsylvanians have the fundamental right to protect themselves and their families, and this legislation is a step toward ensuring that right is respected," stated Bernstine. He emphasized that "law-abiding citizens who follow the rules should not face undue obstacles when it comes to exercising their constitutional rights."

The first tier of the proposed system would eliminate the requirement for residents to obtain a permit for carrying a concealed firearm. This change would mean that any citizen passing a criminal background check could carry a concealed weapon without additional bureaucratic steps.

Bernstine argues that this approach addresses issues with the current system, which he believes unfairly burdens lawful citizens by requiring permits. "The proposed two-tiered system provides more freedom, more choice and greater protection for the people of Pennsylvania," he added.

The second tier introduces an optional License to Carry a Firearm (LTCF) permit. This voluntary license would allow holders to carry concealed weapons across Pennsylvania and in 32 other states recognizing the Pennsylvania LTCF or having reciprocity agreements.

House Bill 454 has been submitted to the House Judiciary Committee for further evaluation.
